Senator Carper Helps Announce
Newark Company to Receive Department of Homeland Security Contract

Wilmington, DE- On Friday, October
28, 2005, Senator Tom Carper will help announce that Quantum
Leap Innovations, Inc. (QLI), a cutting-edge software development
firm located in Newark, Delaware, has been awarded a contract
by the Department of Homeland Security, Homeland Security Advanced
Research Projects Agency (HSARPA).
A member of the Senate Homeland Security Committee, Senator Carper
will recognize QLI for their receipt of the contract – to
develop an innovative information sharing system to meet the growing
needs of the U.S. emergency responder community – at Quantum
Leap’s headquarters in Newark.
Those in attendance will hear about the cutting-edge technology
being developed at QLI, tour the state-of-the-art facility, and
see an exciting demonstration, conducted by members of QLI staff
who have created an intricate program for connecting emergency
response teams for almost any type of disaster.
The ability for emergency responders to communicate with
one another and exchange critical data regarding an emergency incident
is regarded by many experts as the top priority for those on the
frontlines when a man-made or natural disaster occurs.
“The attacks of September 11th, Hurricane Katrina
and impending threats like avian flu highlight the need for an
innovative technology solution to this critically important homeland
security challenge,” said Carper.
The emergency responder community has a need to acquire, synthesize,
communicate and share critical information. These abilities
are key elements in an effective response to any emergency. It
is crucial to ensure that all information flowing in and out of
an incident command center is managed properly to choose the best
solution possible when making critical decisions.
Under this contract, Delaware-based Quantum Leap
Innovations (QLI) will compete with three other world class firms
to build an information technology architecture that will enable
fire fighters, police, National Guard, and others responsible for
protecting the public to coordinate their response to a crisis. The
other firms – Northrop
Grumman Corporation, Alion Science and Technology and Science Applications
International Corporation – will develop competing architectures
that will be evaluated against each other. One or more of
them will be selected.
According to Joseph Elad, CEO/Founder of Quantum Leap, “This
will be the first time that emergency responders will have a tool
to effectively capture information about the event and then disseminate
information to all involved in the response to help guide decision
makers as they coordinate the efforts of emergency responders. Once
the crisis has passed, information about the incident will be analyzed
to help determine the best possible response to similar situations
in the future.”

In selecting Quantum Leap Innovations for this contract the Department
of Homeland Security is recognizing the record of success that
the company has in developing innovative and focused technology
solutions. According to HSARPA, Quantum Leap Innovations
was selected from more than 30 companies that submitted proposals.
Quantum Leap Innovations was founded in 1999. They work with
both private companies and government agencies to research, develop,
and implement state-of-the-art intelligent computing technologies
and software.
