Delaware Economic Development Office
Judy McKinney-Cherry, Director
The Delaware Economic Development Office leads Delaware's business
and tourism development efforts. Established in 1981, the Office
reports to Delaware Governor Ruth Ann Minner. The mission of the
Office is to enhance the quality of life for all Delawareans by
facilitating the creation and retention of quality jobs.
The Office is divided into several units that specialize in business
development, international trade, financial sector development,
workforce development, business research, census research, green
industries, tourism, Delaware Main Street, the Delaware film office
and communications.
Delaware Biotechnology Institute
David S. Weir, Executive Director
Delaware Biotechnology Institute, affiliated with the University
of Delaware, is dedicated to cross-disciplinary academic research
and education, and fostering business start-ups. The Delaware Biotechnology
Institute is building a network of people and facilities to enhance
existing academic and private sector research, to catalyze cross-disciplinary
initiatives in research and education, and to encourage entrepreneurship.
This statewide network, with the Institute as its hub, encompasses
disciplines in biology, biochemistry, engineering, and computer
science. Academic collaborations include the University of Delaware,
Delaware State University, Delaware Technical and Community College,
and Wesley College. Private sector collaborations are forming with
DuPont, AstraZeneca, Hercules, and W.L. Gore & Associates. Research
at this facility is led by a group of 25 faculty, including three
endowed chairs. At full operating status, the Institute will be
home to about 160 scientists, graduate students, and postdoctoral
researchers. To support these research activities, a set of enabling
technologies is being assembled including molecular biology, genomics,
proteomics, bioimaging, and bioinformatics. Programs combining business
and biotechnology are being considered, such as an MBA with a concentration
in biotechnology. Thus, the Institute advances Delaware's biotechnology
capability by leading to new scientific discoveries, supporting
innovative education, and creating high-quality jobs.
HSC Builders & Construction Managers
Jay Heim, CEO
HSC Builders & Construction Managers specializes in managing
the design and construction of technical facilities, from concept
to commissioning. As a strategic partner, HSC works with the Delaware
Technology Park, the University City Science Center, and the University
of Delaware to identify and define the functional issues and technical
requirements of emerging and existing technology companies. A building
project is defined very early in its conceptual stage with preliminary
design, accurate cost estimates, and a firm schedule for occupancy.
This dependable project definition is used for lease agreements
and the financing of design and construction. Laboratories and all
other areas are designed for flexibility to allow for change without
costly infrastructure renovations. This approach enables the Delaware
Technology Park to create facilities that meet the present and future
needs of its tenants, while keeping the leased space affordable.
As the Delaware Technology Park's construction manager, HSC manages
all aspects of the design and construction process to control the
cost, schedule, and quality of the building projects.
University City Science Center

Officer
The University City Science Center in Philadelphia is the Delaware
Technology Park's expansion partner. The Science Center, a nonprofit
corporation established in 1963, is owned by a consortium of 30
academic and scientific institutions. Headquartered on 17 acres
along Philadelphia's Avenue of Technology, the Science Center is
the nation's first and largest urban research park. Today, it continues
to pioneer the development and management of research and technology
parks with ventures in Pennsylvania, New Jersey, and Delaware. The
organization has also assisted in the development of research parks
in Kyoto, Japan; Oxford, England; and Bangkok, Thailand. The Science
Center has achieved international attention for its business incubator,
the Port of Technology, which specializes in accelerating the successful
development of information technology and life sciences companies.
It provides office space, on-site mentoring, access to capital,
strategic partners, and an optimal location adjacent to prestigious
universities.
University of Delaware

The University of Delaware, which offers a 40-acre parcel adjacent
to its eastern campus, is one of the nation's oldest land-grant
institutions, one of 29 sea-grant institutions, and one of only
13 space-grant institutions. Although renowned for its chemical
engineering and business programs, the University of Delaware offers
undergraduates the choice of more than 100 academic majors taught
by a distinguished faculty that includes internationally known scientists,
teachers, and authors. The University enrolls more than 14,500 undergraduates
and nearly 3,000 graduate students. Since 1921, the University has
been accredited by the Middle States Association of Colleges and
Secondary Schools. Professional accreditation is also held in accounting,
bioresources engineering technology, athletic training, business
administration, chemistry, clinical psychology, dietetics, education,
engineering, medical technology, music, physical therapy, and nursing.
